1) Provide links and details for complaints filed with the Monterey County Civil Grand Jury and
2) exposes problems and concerns with system engineered to have exploitable filing loopholes and conflict of interest for honest complaint handling.
Front page of e-file comlaint form does not tell filer an email address will be provided for additilonal documents. One might presume they have to cram it all in the form.
Second page of e-file complaint form provides email address. However that address turned out to be invalid. The support document emails bounce
There are no instrutions stating how a receipt of the e-filed complaint will be provided nor that all content in the complaint will be provided with the confirmaation -- as well as a sequential complaint number for complaint log auditing.
This system has been engineered to not work and provide no audit trail.

On far right under forms, there is a "Submit Complaint Online" link
The form is clean and straight forward.
However, the top should state an email address for additional documents. Without that people feel they need to type it all into the form.
The form should also indicate what can be expected for confiramtion of redeipt of form (how that will transpire and that it will include a sequential ID for auditability).
The submission page has an email address for additional content. That message should be on the top of the first page.
HOWEVER, that email address is invalid.
Under no circumstance should the liason for the Civil Grand Jury be the County Counsel, especially given the lack of confirmation notices and auditability of complaints. They are in a position to make complaints disappear about others and themselves before they get to the Grand Jury
