view - Civil Demand for Transparency Sent to Monterey County Civil Grand Jury Foreperson Andrea Kingman
This is a demand TO the Civil Grand Jury and the Foreperson for transparency about the complaint filing process and all aspects of Jury selection, formation and management.
The phone number for the Grand Jury published online was incorrect. The email address published did not exist. The Liaison for the Grand Jury turned out to be the Monterey County Counsel's Office and a $150,000/yr operations admin in that office.
One of the Civil Grand Jury's most relevant tasks is Government waste, fraud and abuse oversight. The Monterey County Counsel would be the "Defense Attorney" for rogue civil servants and county waste fraud and abuse. The Monterey County District Attorney or the California Attorney General would be "prosecutors" for concerns found.
Under no circumstances should the Monterey County Counsel's office have had any contact with the Civil Grand Jury, much less operational oversight -- (with no public facing contact information correct?!).
A complaint was e-filed with the Civil Grand Jury related to fraud by the County Counsel and Deputy County Counsel before it was known their office had setup the e-file system and email system that did not work. The documents for that complaint were sent after form submission via email -- and the email bounced. Then a second complaint was filed about the non-operable electronic complaint filing process.
The Liaison for the Grand Jury (the ops admin of County Counsel office) was notified of the technology problems, both complaints, and a lack of acknowledgment for the complaints -- with one being a copy of a bar complaint against her bosses for deceit. She was demanded to get the Civil Grand Jury to acknowledge receipt of the two complaints and outreach from them for the documents in the email that bounced.
After that demand, the Civil Grand Jury Foreperson sent out a confirmation letter stating she had received "a complaint and documents" -- except I had filed 2 complaints and everyone but them knew documents intended for them had NOT been received by them?!
This isn't a concern about foxes in the hen house. This is a concern about Foxes OWNING the Hen House, and not just those in the County Counsel's office.
